FAQs:
Where do I pay my water and sewer bill?

There are several options available for payment of your water/sewer bills:

  • DROP BOX: Located to the left of the front door to the village office.  Please do not put cash in the box.  It is opened each business day at 8 a.m. and payment in the box will be credited on the collection day.
  • MAIL: Checks or money orders should be made payable to the Village of West Carthage.  Please include your account number or address of the property.  Payments must be received in the office by the end of the day on the due date or will be assessed a late fee.
  • VILLAGE OFFICE:  Payments of cash, checks, money orders or credit card may be made in person from 8 a.m. to 4 p.m. Monday through Friday, excluding holidays.
  • CREDIT CARD FEES:  Master Card , Visa, American Express and Discover are accepted for water/sewer bill payments.    There is a convenience fee charged by the credit card acceptance company of 2.75% of the amount being paid with a minimum fee of $1.75.  The village DOES NOT charge this fee nor do we receive these fees.  They are paid directly to the acceptance company.

 

 

What if I have a question about my bill?

All billing questions should be directed to the Village Clerk's office at (315) 493-2552 or you may visit the village office at 61 High Street, West Carthage (across the street from Price Chopper)

What if I need by water/sewer services turned off or on?
To have your services turned off or on, a form must be completed and signed by property owner or representative and a $15 fee remitted to the clerk's office.  The form is available under the "forms" section of this website.  The property owner or their representative MUST be present for either of these services to be performed.  Please call 493-1718 at least 24 hours prior to desired service date to schedule with Tim or Dane.  In an emergency situation, the water can be shut off immediately but the property owner is still required to fill out the form and remit the fee as soon as possible.
How can I fill my swimming pool?

You may fill your pool from your garden hose.  Please note that an adjustment to your sewer charge can only be made if you fill out the pool filling adjustment request and submit it, along with the beginning and ending water meter readings, to the clerks office.  Please note, as of August, 2008, pool filling sewer adjustments will only be authorized if your water/sewer account is up to date.  Also, an estimate for the cost of the water can be provided by calling the clerks office and supplying the pool dimensions.

What if I had a leak? Can I get an adjustment?
If you have a water leak, you are generally responsible for the water usage, regardless of the reason for the usage.  However, in certain instances, an adjustment to the sewer portion of your water/sewer bill can be made.  You must submit your request to the village board of trustees for discussion.  A written letter of request giving the circumstances of the leak can be sumitted to the Village Board of Trustees, 61 High Street, Carthage, NY  13619 and only the sewer portion will be considered for credit.  The village clerk and deputy clerk CANNOT authorized a credit for any reason except for a billing error on our part.
When are water bills sent out?
Water bills are sent out quarterly as follows:  January 1, April 1, July 1 and October 1.  They are due at the end of the month they are billed.  Payments made after the due date are subject to a 10% penalty and no adjustments can be made to penalties for any reason per New York State law. 
Who is responsible for paying the tenants water bill?
The property owner is responsible for payment of all water/sewer bills.  The village will send a water bill to the property owner only;t payment arrangements are strictly between the landlord and tenant.  Any unpaid water/sewer bills as of March 31st will be levied to the property owner's tax bill. 
What if my meter freezes or is ?
The village owns and installs meters on residential properties.  However, it is the property owner's responsibility to keep the meter from freezing or other damage.  If a meter freezes and breaks, the village will replace it at the owner's expense.  No credit will be given for water/sewer usage in this event. 
What about my remote? Can I remove it? What if it stops working?
If you need to remove the remote from outside your home for any reason, please contact the DPW at 493-1718 and someone will do it for you.  If you break the remote, you will be charged for a new one.  Additionally, if your remote stops working, your water bill will be incorrect.  In most cases, the water usage billed will be very low for one or two billing cycles and then you will have a large bill to catch up the usage.
