Board Members Present:  Ronald Blinebry, Chairperson

David Rohr, Tom Valentine, Paul Pierce, Joe Onyon.

Others Present:   Kent Burto – Lube Express

 

Chairman Blinebry called the meeting to order at 6:30 p.m.

 

Minutes for December 7, 2011 approval, motion by J. Onyon, second by D. Rohr, carried

 

R. Blinebry explains the purpose of needing the Planning Board to review and approve K. Burto’s application for a Special Use Permit to operate a maintenance/repair shop at the current Lube Express Shop, Franklin Plaza, 50 Franklin St. Although a Special Use Permit was granted originally for the Lube Express it was only for the purpose of operating a shop that strictly offers oil, filter and detail services. K. Burto states he needs the Planning Boards approval to operate the maintenance/repair shop so he can apply to New York State for a license to operate a repair shop. R. Blinebry asks K. Burto what specifically he will be doing for repairs; K. Burto responds shocks, brakes, rotor, muffler and just basic repairs. T. Valentine asks where he will be storing parts; K. Burto responds parts will be purchased as needed from local auto parts stores. R. Blinebry asks how the used parts will be disposed; K. Burto states they will be placed in the dumpster and if needed he will get another dumpster for any recycling if the need arises. J. Onyon and R. Blinebry question the parking and if vehicles will be dropped off and remain parked all day or longer. K. Burto states his intentions are to do the repairs on appointments and not have an excess of parked vehicles, if needed at times he will utilize the parking lot at the Medical facility next door, but he doesn’t anticipate having many vehicles parked for a long period of time. R. Blinebry asks if he intends on putting any signage up, K. Burto states at this time he hasn’t really thought about signage, if he does place a sign it will probably be on the front wall, when he decides he will present plans to the Board unless he uses a sign that conforms to code, then he will apply to the Zoning Enforcement Officer with a Zoning Permit application. R. Blinebry reminds K. Burto about the clean appearance of the property and asks that he continue with the good appearance, K. Burto states he has no intention of letting the property deteriorate with the added business.   R. Blinebry asks if the Board members have any more questions or comments, none given. R. Blinebry asks for a motion to accept the Zoning Permit application and issue a Special Use Permit, motion by T. Valentine, second by P. Pierce, carried.

 

R. Blinebry reviews where the village is regarding the Certificate Of Compliance,  he has  spoken to Jefferson County about holding back the Certificate of Occupancy until a Certificate of Compliance is issued from the Zoning Enforcement Officer and a letter from the Mayor  requesting this has been sent to Jefferson County. R. Blinebry will contact Mayor Burto to see if he has had a response from Jefferson County. P. Pierce states that he thinks any group/person  needs to be informed of the need to get the Certificate of Compliance  and that they need to understand that whatever has been approved by the Planning Board  needs to be completed. P. Pierce suggests that a Certificate of Compliance be issued to everyone so that no group or person can come back and say that other parties didn’t get a Certificate in the case that one really wasn’t needed. R. Blinebry agrees. T. Valentine asks if the Village Attorney should review and approve the Certificate of Compliance sample that is planned to be used. R. Blinebry responds that the Village Clerk will be asked if it will be necessary.

 

R. Blinebry comments on the ongoing issues regarding the Longshots Bar & Grill on Bridge St. He feels that as a Planning Board we should be looking at how the Village might be able to deal with any present or future applications for the operation of bars in the business district. He asks the Board members to think about solutions/ideas on this issue and they will discuss it at the next meeting.

No other comments from the members.

 

R. Blinebry reminds the members of the upcoming Tug Hill Local Government Conference on March 29th at JCC. All members request they be registered for the Conference.

 

Motion by P. Pierce, second by J. Onyon to close the meeting at 7:27 p.m., carried.
