Regular Meeting
October 24, 2011
A regular meeting of the West
Carthage Village Board of Trustees was held October 24, 2011 at 7:00 p.m. at the West Carthage
Municipal Building.
Said building is declared smoke free and accessible to handicapped persons. The
press was informed of the meeting and notice was posted.
Present: Mayor Scott Burto, Trustee Dave Rounds, Trustee George
Passage, Jr., Deputy Mayor Scott Sullivan, Trustee Rob Peluso
Guests: Dave Pustizzi, Mike Bigness, CCS Students, Pete Crump,
Jim McAvoy, T. Watts - CRT
Mayor Burto called the
meeting to order at 6:00 p.m.
On a motion by D. Rounds,
seconded by G. Passage, minutes from October 11, 2011 were approved.
The floor was opened for
public comment. No one spoke. On a motion by R. Peluso, seconded by D.
Rounds, public comment was closed.
Pete Crump, Jr. reported that
he was continuing to push the owner of the former church on Main Street to
clean up the property and it is being slowly done. He asked that residents be reminded of the
winter snow laws regarding parking and sidewalks. Pump tests were done and both trucks
passed. 49-1-1 “died” at the scene of a
fire, after the fire was out, and had to be towed back to the fire
station. Jerome Fire inspected the truck
and found the problem was a couple of dead batteries. Chief Crump presented the board with prices
for jaws of life. A new set is $19,000
and a used set from a Binghamton dealer would be $8000. He recommended purchasing the used set. There will be a $1000 fee per year for
testing and maintenance. Chief Crump
asked if Don had looked at the Plymovent.
He also asked if the concrete poles in front of the fire bays could be
painted yellow. D. Rounds asked how
often we needed jaws of life. G. Passage
stated in his year as chief, they were required 4 times.
D. Pustizzi thanked Don for
adding the handicap parking space. He
would still like to see the rest of the parking spaces striped and also trim
the trees at the back of the lot. The
height of the handicap signs need to be raised.
The Charger was scratched at the fire on Champion Street by the Carthage
Fire Dept. but nothing serious. He
presented the board with stopping distance results prepared by Officer
Bachmeyer to demonstrate the difference between 20 mph and 30 mph. He suggested
that board members drive the length of High Street at 30 mph and see if it
feels like they are speeding. He
recommends the 20 mph speed limit on interior streets. D. Rounds said he would not support it. Mayor Burto believes we should reduce the
speed limit to 20 mph.
On a motion by R. Peluso, seconded by S. Sullivan, the request by the
Carthage Area Chamber of Commerce to hold the Holiday Parade on November 12th
was unanimously approved. D. Rounds
wants to make sure the American flags are left up. D. Pustizzi reported that one of the flags is
in the police garage. On a motion by
S. Sullivan, seconded by R. Peluso, a request by T. Turck to obtain a wifi data
package for the GPS/Carlson unit was approved at $40 per month from
Verizon. The AT&T air card that came
with the equipment will expire soon. On a motion
R. Peluso, seconded by G. Passage, the court copier maintenance agreement
with Advanced Business Systems was approved at a cost of $309.75 annually.
Mayor Burto reminded
residents that the no overnight parking ban goes into effect on November 1st
and also that the law for snow removal from sidewalks must be followed. The board asked the reporter from the CRT to
publish the reminders and the clerk gave her a copy of the laws.
On a motion by D. Rounds,
seconded by R. Peluso, the following abstracts were approved:

Dated:10/13/2011 $14,135.80 payroll
The deadline date for bids on
the rescue has been changed to December 5th at 4:00. Chief Crump is working on the ad. Fenton Fire will advertise it for free. There
will be a special meeting of the board of trustees at 7:00 tomorrow
evening. The next regular meeting is
November 14th at 6:00 p.m. S. Sullivan reminded everyone of
Halloween hours. D. Rounds asked that we
make sure to publish new laws in the paper.
No further business was
requested or necessary. A motion by R. Peluso, seconded by D. Rounds to adjourn the meeting at 6:21 p.m. was carried unanimously.
